Yes, this is the way I've seen it used before, although then it was girls warning one another that so-and-so was "not safe in taxis" (magazine article about debutantes, I believe).
Don't recall Bertie describing himself as safe in taxis, but he absolutely would be, of course! :)
Yes it does mean that. The phrase came up in the comments on another comm and I thought 'I've heard that before...where??? Didn't Bertie Wooster say it once? Either in one of the stories or on the tv series?' So I thought I would ask and see if it was true or did I imagine it?
