Well, this is really a close-up from a different picture. But that one was on a white background which made poor Bingo's hair almost invisible, so here he is on a background that does nicer things for his color scheme.
Of course he is gushing about the latest love in his life and, from Birdy's expression, has been going on about her for quite some time.
