Animated gifs are hard to do. I have yet to play with creating them from scratch, but I can make them using one of the online sites like Gickr (http://gickr.com/) or Gifninja (http://www.gifninja.com/ConvertVideoToGif.aspx), then open them in Adobe Image Ready (an ancient version) and fiddle with them to get the right number of frames to bring it down to 40kb (the LJ icon file size limit). With video clips, I edit and use filters in Avidemux (freeware) video editing program. (Very easy to use.) For slide-show type icons, I prepare everything in my ancient Photoshop, then use Gickr.
Mind you, I'm much more functional with creating with pencils and paper. Photoshop is very useful, but mostly it just frustrates me.
