I'd be inclined to say Wodehouse was deliberately ripping off a Saki character in "The Secret Pleasures of Reginald," if not for this line:

It sounded like an epigram, but epigrams are so little associated with Reggie that I ventured to ask what he meant.

...which obviously doesn't suit Saki's Reginald (http://www.gutenberg.org/etext/2830). Still. The title, and everything.
